To get Hell Cat Power Armor in Fallout 76, you will need to complete the entire questline of Steel Reign and the final mission, The Catalyst. After this point, you will receive the plans for Fallout 76 Hellcat Power Armor and will be able to craft the full armor set via the power armor crafting station.
You will also get a complete set of the Hellcat Power armor to boot, which you can then upgrade with legendary mods to add special effects if you wish. However, it's worth noting that before you can get either the crafting plans or the full set, you will need to complete the entire steel dawn questline.

Doing so will allow you to complete the Steel Rein questline, which will reward you with both the crafting recipe and power armor. That being said, once you have HellCat Power Armor, it will give you the following stats per armor piece.
Hellcat Power Armor Helmet:
- 68 Blastic Resist
- 48 Energy Resist
- 48 Radiation Resist
- Armor effect - Prevents damage and disease from airborne and waterborne hazards.
Hellcat Power Armor Legs:
- 68 Blastic Resist
- 48 Energy Resist
- 48 Radiation Resist
- Armor effect - Reduces incoming ballistic damage by 2 percent.
Hellcat at Power Armor Arms:
- 68 Blastic Resist
- 48 Energy Resist
- 48 Radiation Resist
- Armor effect - Reduces incoming ballistic damage by 2 percent.
Hellcat Power Armor Torso:
- 96 Blastic Resist
- 80 Energy Resist
- 80 Radiation Resist
- Armor effect - Reduces incoming ballistic damage by 2 percent.
