Evolving Pokémon does not work the same way in Pokémon Legends: Arceus that it has in previous Pokémon games. Before, Pokémon would evolve on their own after certain conditions had been met (reaching a certain level, being traded with another player). Now, in Pokémon Legends: Arceus, Pokémon will only evolve when players tell them to, which can be done via the in-game menu.
See Pokémon on AmazonOne of the ways that Pokémon will evolve in this game is by holding specific items, and then being instructed to evolve by the player. One of those held items is the Shiny Stone. There are certain Pokémon that will need to be holding this item before players can tell it to evolve.
- Togetic: Once players give Togetic a Shiny Stone they will have the ability to evolve it into Togekiss.
- Roselia: Once players give Roselia a Shiny Stone they will have the ability to evolve it into Roserade.

It is important to note that once a Pokémon evolves while holding an item, that item will disappear. Players will only be able to use each evolution item one time, so it is important that they choose which Pokémon to evolve carefully. Most evolution items aren't too difficult to come by and can be bought from a market in Jubilife Village, but players should still be mindful of this.
